	Well, spring is nearly here!  It is time to start thinking about participating in more outdoor activities, including the shooting sports.  We will soon have more daylight hours and things will start warming up.  With the large increase in membership the past several years, and the added hours available for members to utilize the range, the opportunity for conflicts in scheduling increases.  It is also the time of year when more activities are planned at the Dillman Outdoor Range.  Remember, that if an activity, match or work party, is planned, that the range is closed to ALL other activities.  Only those participating in the match that is scheduled, may shoot.  The calendar of planned matches is posted at the Indoor Range in McBean Park, at the Dillman Outdoor Range, contained within the Newsletter and displayed on our Club’s website.  If a work detail is going on at the range, the range is CLOSED to all shooting.  Also, remember that others may be down range, but not visible behind the berms, working.  In such cases there should be a sign on the entrance gate and a sign on the range lights/horn switch indicating that people are working down range.  PLEASE do not shoot at these times!!!

As I write this (03/03/04 at 3:50 p.m.), my wife just called me to say she had just gone by the Dillman Range and there were three vehicles parked at the Range.  There were targets out and the GATE was NOT closed and locked.  As there were targets on the range, I hope it was not a work party!  Remember, when using your key to enter the range, other than for planned  matches or during the weekend with the Public shooting, you are to close the gate and lock it once you enter the range.  Repeat the process when you leave.  NO EXCEPTIONS, if you are found breaking the rules, you will lose your privileges to use the range and your club membership.

Now is a good time to start thinking about doing your Work Assessment.  
There are sure to be numerous projects at the Dillman Range, various matches and the like that will need workers to assist.  This is a way to get your work assessment taken care of and thus avoid paying the work assessment fee when you renew your membership in January.  Remember to have the Match Director or the Project Leader sign your work assessment form, when you participate in these activities.  After the form is signed, turn it in, at the Membership Table, at the next Monthly General Club Meeting.  To assist at a Match or work on a Work Party, contact the person that is in charge of the event.  This information is generally published in the Newsletter and announced at the Monthly General Club Meeting.

On March 1st, Dennis (Edit), Ron (Edit) and I met with the property owners of the rangeland to the south of the Dillman Outdoor Range.  It is hoped that the Club may be able to purchase a strip of land about 100—150 feet wide along the south boundary.  This would allow for the installation of a dirt berm to address some of the safety and noise issues at the Dillman Outdoor Range.

Hope everyone enjoys the end of winter and the coming of spring and warmer weather.  Please be safe and courteous when using the Dillman Outdoor Range.

	Don’t be a Law Breaker—California Penal Code Sections 12026.1 and 12026.2 concern “concealed carry” i.e. “Handguns being lawfully transported ‘concealed’ in a motor vehicle’s trunk or in a separate locked container cannot be loaded nor can ammunition be attached to them in any manner.”  These sections are not clear on what a “container” is, but utility or glove boxes, center consoles or storage areas behind the seats, etc and holsters will probably not qualify!  Therefore, removing a Loaded Handgun from a holster which was in a vehicle violates the above codes!  It is recommended that all handguns be carried in a locked hard case, with the ammunition located elsewhere.

	The Range Committee recommended and the Executive Committee has approved the following Range Rules changes:

No holsters are allowed on the firing line.  At the range, following 
normal range rules, the case may be unlocked and once on the firing
 line the handgun may be loaded.  Yes, CCW holders (C is for 
Concealed, right?) have additional rules/restrictions to adhere to!

Cased long guns will be pointed down range when placed on a firing bench.  Common sense dictates that all firearms should always be
pointed down range!

Additionally:  Picking up of brass during a “Cease Fire” is not allowed.  You 
should be checking/changing your target or be behind the safety line.  Inquire of the Range Master, and he will determine when it is safe for all concerned, and allow you to retrieve your brass.

Observation indicates that these last two items are not being adhered to by many members.  For current information please contact the:
